Professional Biography
Ms. Delacenserie practices primarily in the areas of urban renewal and community and economic development, and municipal finance.
Ms. Delacenserie has assisted municipalities and counties in creating urban renewal and community and economic development project
areas, and preparing related project area plans and budgets and interlocal agreements. Ms. Delacenserie also has worked with
redevelopment agencies as well as developers in negotiating and drafting participation agreements that facilitate the development of
project areas.
Ms. Delacenserie has also served as bond counsel with respect to a variety of municipal obligations, including general obligation
notes and bonds, bond anticipation notes, tax and revenue anticipation notes, and tax-exempt leases. Moreover, she has worked with
municipal building authorities, special districts, cities and towns in connection with the issuance of various types of revenue bonds.
Prior to joining Smith Hartvigsen, Ms. Delacenserie practiced in Wisconsin with regional and national bond counsel law firms.
Prior to attending law school, Ms. Delacenserie worked for a national public accounting firm and received the Elijah Watt Sells Award
for her score on the November 1979 National Uniform CPA Examination.
